CLASSIFIED ILLEGAL PRODUCTS:
(Issued along with Government Policy 187/2013/NĐ-CP. Nov. 20, 2013)
The following list is applicable for importation and exportation of trade and non-trade cargo, of cargo at international border, or cargo of government or non-government aid.
I.ILLEGAL EXPORT GOODS:
- Weapons, ammunition, explosives (except for industrial explosives), military technical equipment.

- a) National relics, antiques, and national treasures that are/were owned by political organizations
- b) Banned cultural products and products that can only be trade within Vietnam
(The Ministry of Culture, Sports and Tourism implemented specific qualifications and descriptions mentioned above and record HS code according to the Export-Import Tariff).
- a) Series or volumes of publications that have been banned from dissemination and circulation in Vietnam
- b) Postage stamps that have been discontinued from production, exchanged, displayed, and propagated in accordance with the Postal Law.

- Logs and sawn timber of all kinds from natural forest wood in Vietnam

- a) Threatened or endangered animal and plant species that belong in group IA-IB according to government's Article number 32/2006/NĐ-CP on March 30, 2006 and belong in the Redlist signed by Vietnam and other countries
- b) Rare or precious species
- c) Livestock breeds and plant species that are on the list of precious and rare livestock breeds and rare and precious plant varieties that are banned from being exported according to The Ministry of Agricultural and Rural Development
Issued in accordance with the provisions of the Ordinance on Domestic Animals in 2004 and the Ordinance on Plant Varieties in 2004

- a) Toxic chemicals that are specified in the Convention of prohibition of the development, production, stockpiling, use and destruction of Chemical Weapons, and Appendix 1 issued together with Decree No. 100/2005 / ND-CP on August 3, 2005 by the government on the implementation of the Convention banning the development, production, stockpiling, use and destruction of chemical weapons
- b) Chemicals on the list of banned chemicals specified in Appendix III according to Government's Decree No. 108/2008 / ND-CP on October 7, 2008, detailing and guiding the implementation of a number of articles of Chemical Law.

II. ILLEGAL IMPORT GOODS:
- Weapons, ammunition, explosives (except for industrial explosives), military technical equipment.

- Most fireworks except those that have been inspected and labeled as safe by the Ministry of Transportation, solar panels, and devices that can cause jamming of traffic signals

- Used items including:

A) textiles, footwear, clothing
B) Electronic goods
C) Refrigerated goods
D) Household electrical appliances
E) Medical equipment
E) Furniture - F) Household goods made of ceramics, porcelain, glass, metal, plastic, rubber, plastics and other materials.

H) Goods being used information technology products.

- c) Radio equipments and devices that can cause jamming of traffic signals according to the Radio Frequency Law.

- a) Right-handed, vehicle parts (that included removable and/or convertible parts before imported into Vietnam), except for specialized right-hand drive vehicles operating in narrow spaces and not used in traffic lanes, including crane trucks, canal digger, road sweepers, watering vehicle, garbage trucks, construction vehicles, vehicles for driving people to the airport, forklifts in warehouses and ports, concrete-pumped trucks, golf cart, park cart, ect.
- b) 4-wheels vehicles/ automobiles and their accessories that are not in their authentic forms and have been changed and manually assembled
- c) 2-wheels vehicles/ automobiles and motorcycles that are not in their authentic forms and have been changed and manually assembled
- Used vehicles including:
- Machines, frames, tubes, tires, spare parts, engines of automobiles, tractors and motorcycles.
- Car parts and engine mounted tractors including new parts fitted with used engines and used parts that were made to fit new engines
- Vehicles that have been changed structures and converted (erased, chiseled, and repaired) to serve other functions compared to the original design
- Ambulance vehicles

- Bicycles

- Scrap, waste, refrigeration equipment using C.F.C.

- b) Chemicals on the list of banned chemicals that are specified in Appendix III according to the Government's Decree No. 108/2008 / ND-CP on October 7, 2008, detailing and guiding the implementation of a number of articles of Chemical Law.
